Course Content

Course overview
This course considers the history and technical evolution of mobile telecommunications before moving on to cover the core functions of the spectrum manager. Participants will learn about how spectrum is used, the characteristics of spectrum bands and the progression of mobile technologies. The course also covers the principles of spectrum planning at a national, regional and international level. A deep dive into spectrum licensing will be followed by an overview of regulatory topics that relate to spectrum, such as infrastructure sharing, and numerous illustrative case studies.

Oliver Chapman

Oliver Chapman has worked in the mobile industry for over a decade in a range of marketing and policy roles. He joined the GSMA in 2013 and is currently a Senior Policy Manager in the GSMA’s spectrum programme. His focus is on major and emerging spectrum policy issues including 5G and IoT spectrum. He has also overseen research into spectrum pricing. He previously led the development of the GSMA’s spectrum related content and advised on communicating policy best practice. Prior to joining the GSMA, Oliver organised communications campaigns for major industry bodies, operators and vendors - with a focus on radio networks. They included the Small Cell Forum, the Wireless Broadband Alliance, Vodafone, ZTE and start-ups like Flarion, Kineto Wireless and Ubiquisys. Oliver has an MA in political communications, a post-graduate diploma in journalism and a BSc in information systems.

Andrea is Senior Partnerships and Digital Training Manager for the Capacity Building programme. Based in Santiago, Chile, she manages the CE-Digital programme, a capacity building partnership with CAF and ECLAC in Latin America. Andrea holds a Master's degree in Linguistics and a Bachelor's degree in English Education from the Universidad de Santiago.
