Mobile money services have become a key enabler for financial inclusion, especially in low- and middle-income countries (LMICs). This has resulted in the growth and increased adoption of mobile money services, with the result that they now support 1.6 billion users in carrying out regular transactions. Despite the benefits of mobile money services, there are still areas that can be improved to increase their impact, especially in the area of policy and regulation. This course aims to support policymakers and regulators in understanding the contribution mobile money services make to financial inclusion in line with the OECD High-Level Financial Inclusion Principles, provide insights into current mobile money adoption trends, and identify appropriate regulatory frameworks that can be used to support licensing and oversight of mobile money services.

Course Objectives 

  • Highlight how mobile technology can enable increased access to financial services and boost financial inclusion.
  • Provide regulators with a comprehensive understanding of the benefits and challenges of mobile money services.
  • Help course participants develop strategies to effectively promote and regulate mobile money services in their respective countries.
  • Highlight the essential principles and regulatory frameworks needed to create an enabling environment for mobile money.
  • Educate course participants about the potential risks and challenges associated with mobile money and ways to mitigate them, to ensure the safety and security of users’ funds.

  • Representatives from academia and international organisations working on regulatory or policy issues

We cannot accept applications from individuals working in the private sector or those not involved in policy or regulation.

Course Completion Certificates

All of our courses are certified by the United Kingdom Telecoms Academy (UKTA) and can be used as evidence of professional development.

To qualify for a course completion certificate, you must view all the course sessions and answer correctly all the quiz questions you will find as you progress through the sessions. You will also need to fill out the course survey.

You do not have to complete a final project to earn a course completion certificate but we strongly encourage you to create one. Putting together a final project will give you an opportunity to reflect on the principles covered during the course and help you discover how they could be applied to your own country. If you submit a final project the course trainer will provide you with valuable feedback that you may find useful in your day-to-day work.

Kennedy Kipkemboi Sawe
Director of Public Policy & Advocacy Mobile Money, GSMA

Kennedy is the Director of Public Policy & Advocacy Mobile Money. In this role, he is responsible for shaping positions taken by some of the largest and most influential companies in Sub-Saharan Africa and MENA and helping them find solutions to the regulatory barriers. He also contributes to designing and delivering GSMA’s key advocacy messages targeted at regulatory audiences in the region.

Kennedy brings on board a wealth of experience from Safaricom Limited where he has worked in various roles in the past 9 years of his career. He has had vast exposure to converged telecommunications services and mobile money. Before Joining GSMA he worked at Safaricom Limited for 9 years where he specialized in Regulatory and Public Policy as well as Financial Services with an emphasis on Customer Management. While at the Regulatory & Public Policy department, Kennedy was responsible for the management of regulatory compliance and reporting which entailed tracking of enterprise wide compliance with regulatory obligations. In the Financial Services Division (M-PESA), he was a Training & Testing Analyst and was part of the team that ensured success in the migration of the M-PESA system to a new platform (Bringing M-PESA Home).

Kennedy is credited with setting up quality checks for Social Media in the Customer Management Division and won the CEO’s award as well as the Best Employee award in the Customer Experience department.

Kennedy has a degree in Education (Economics & Geography) from Moi University and a Master’s Degree in Communications from the University of Nairobi.



Daniela Gutierrez-Torres
Training Manager, GSMA

Daniela works on the GSMA’s Capacity Building program and manages the delivery of training content to regulators and policymakers worldwide and leads capacity building partnerships with the World Bank, ITU, among others. Before joining GSMA, Daniela worked at the LSE Firoz Lalji Institute for Africa. She designed and delivered training to African graduate students to develop leadership and critical skills and coordinated the Programme for African Leadership’s wide range of operational and developmental activities.

Daniela holds an MSc in Social Innovation and Entrepreneurship from the London School of Economics and Political Science, and an MA in Theory and Practice of Human Rights from the University of Essex. Her interests and expertise lie at the intersection between social innovation, economic and social rights, and social development.
