5G – The Path to the Next Generation

Overview

The mobile industry is embarking on the transition to fifth-generation (5G) technology, which builds on the achievements of 4G while also creating new opportunities for innovation. 5G is ushering in a new era that will see connectivity become increasingly fluid and flexible.

This four-week course covers the key aspects of 5G technology and examines the role governments and regulators can play in helping unlock the benefits of future 5G services for their citizens.

Course Objectives

Learn about the underlying technologies and concepts associated with 5G.
Discover the key differences between 5G and previous generations of mobile technology.
Understand how governments and regulators can help accelerate the development of 5G technology and services in their countries.

Course Enrolment Criteria

This course is open to:

Regulators
Policymakers
Representatives from academia and international organisations working on regulatory or policy issues

We cannot accept applications from individuals working in the private sector or those not involved in policy or regulation.

Course Completion Certificates

All our courses are certified by the United Kingdom Telecoms Academy (UKTA) and accredited for Continuing Professional Development (CPD).

This course equates to 13 hours of CPD training.

To qualify for a course completion certificate, you must view all the course sessions and answer correctly all the quiz questions you will find as you progress through the sessions. You will also need to fill out the course survey.

You do not have to complete a final project to earn a course completion certificate but we strongly encourage you to create one. Putting together a final project will give you an opportunity to reflect on the principles covered during the course and help you discover how they could be applied to your own country. If you submit a final project the course trainer will provide you with valuable feedback that you may find useful in your day-to-day work.

Course Structure and Study Time

The course consists of four sessions and you will gain access to all of them on the course start date. You will have the opportunity to ask questions about the content of the course during two live chat sessions as well as on the course forum.

It should not take you more than two to three hours of study time per week to complete the course in four weeks. You will have, however, seven weeks to complete it. If after seven weeks you have not completed the course, you will have to start it again next time it is offered.

If you decide to submit a final project, it will probably take you four to six hours to put it together. You will have seven weeks to submit your final project.

Bienvenu Agbokponto Soglo

Director, Spectrum Management

Bienvenu Agbokponto Soglo is Director of Spectrum Management for Africa at the GSMA, where he leads spectrum engagement strategies across priority African markets, supports preparations for WRC, and strengthens the GSMA’s position as a trusted voice on spectrum policy. He works closely with GSMA global teams, industry members, and regional institutions including ATU to advance spectrum frameworks that enable affordable, high-quality mobile broadband and support Africa’s digital ambitions.

A spectrum and technology policy expert with over 20 years of international experience, Bienvenu has worked across 4G/5G/6G technologies, spectrum management, digital infrastructure, and digital transformation. Prior to joining the GSMA, he served as Director of Government Affairs Africa and Principal Engineer at Intel, leading strategic engagements on mobile technologies, spectrum policy, artificial intelligence, data governance, and digital inclusion. He also chaired the GSA ATU Spectrum Team, helping shape Africa’s positions for successive World Radiocommunication Conferences.

Earlier in his career, Bienvenu held senior positions at Qualcomm, as Staff Engineer and Government Affairs Director for West & Central Africa, and at Huawei Technologies as Wireless Product Manager; providing hands-on expertise in spectrum, licensing, and network deployment from both technical and policy perspectives.

Bienvenu has been an active contributor to global spectrum and IMT standardisation processes, including leadership positions within ITU-R, where he chaired the WP 5D Drafting Group M.1036 and the Sub Working Group on the IMT Handbook leading the development of the Handbook on Global Trends in IMT. He brings deep expertise in spectrum management and a strong understanding of how spectrum policy drives connectivity, investment, and digital inclusion across African markets.

Alongside his spectrum work, Bienvenu contributes to AI and innovation ecosystems through leadership roles in the Africa AI Council and ITU Innovation Alliance. Fluent in English, French, and Chinese, he holds a PhD in Control Science & Engineering from Tsinghua University and executive studies in corporate governance from Wharton Executive Education.

Daniela Gutierrez-Torres

Training Manager, GSMA

Daniela works on the GSMA’s Capacity Building programme and manages the delivery of training content to regulators and policymakers worldwide, and leads capacity building partnerships with the ITU Academy, CITEL, among others. Before joining GSMA, Daniela worked at the LSE Firoz Lalji Institute for Africa. She designed and delivered training for African graduate students focused on leadership and critical skills, and coordinated the Programme for African Leadership’s wide range of operational and developmental activities.

Daniela holds an MSc in Social Innovation and Entrepreneurship from the London School of Economics and Political Science, and an MA in Theory and Practice of Human Rights from the University of Essex. Her interests and expertise lie at the intersection between social innovation, economic and social rights, and social development.
